
Madeleine Paulin
Director
Ms. Paulin is a graduate of Université de Moncton and holds a Bachelor's Degree in Applied Sciences from Université Laval. She worked as a lecturer at Université Laval for 5 years before taking on the role of Director of Environmental Services at Ville de Quebec. Building on this experience, Ms. Paulin served as Assistant Deputy Minister at the Ministère du Développement durable, de l'Environnement et des Parcs, before being appointed Deputy Minister, a position she held for nearly a decade. She continued her career with the Ministère du Conseil exécutif as Associate Secretary General for Senior Positions.
Ms. Paulin, wishing to share her expertise and knowledge, has been involved in several committees established by the Quebec government, including the Committee on the Remuneration of Criminal and Penal Prosecuting Attorneys, the Committee on the Remuneration of Judges of the Court of Québec, Justices of the Peace, and Judges of Municipal Courts, both in an exclusive capacity and in session, as well as the Programme de relève de la haute fonction publique committee, to name just a few. She continues her commitment as a designated member of the Conseil de règlement des médecins spécialistes and the Conseil de règlement de LANEQ. She chairs several government audit committees, including that of the Ministère Conseil Exécutif.
Ms. Paulin was a member of the Board of Directors of La Capitale General Insurance from 2016 to 2020. In 2018, she joined the Board of Directors of La Capitale Civil Service Mutual, as well as the Board of Directors of La Capitale Civil Service Insurer. With the creation of Beneva in 2020, she continued as a Director on Beneva Mutual’s Board of Directors and chairs its Selection Committee. Ms. Paulin is also a Director on Beneva's Board of Directors and a member of the Human Resources Committee as well as the Risk, Ethics and IT Management Committee.
